They also sometimes send out surveys with “instant” rewards, which you will get shortly after the survey ends, and which you will get even if you account isn't at $10.00.

Harris Poll is a reliable, established survey site. They send a variety of interesting surveys on various subjects. Even if you don't qualify for a particular survey, they still give you points for trying, and answering the preliminary questions. The accumulated points can be redeemed for a variety of cool rewards, including gift cards and gadgets.

Epoll sends great easy-to-answer surveys, often about movies and celebrities. They offer great rewards for very easy work. This is another site where you get paid with points which can be redeemed for a variety of items.

Synovate sends a good selection of surveys, and they reward you with points even for the surveys you begin but do not qualify for. The points can be turned in for cash, which they send by check, or for gift cards and other rewards.
